Challenges for Japanese players

Tez2 noticed to an interesting event held in GTA Online. It is available only to those who are territorially located in Japan.

During current bonus weekthat is, from August 31 to September 7 (18:00 local time), Japanese players must sell a total of 300 million contraband in order to receive a bonus of 500 thousand GTA$.

Also, the developers have chosen seven well-known streamers who are four days (today is the last day, at least one broadcast you can catch right now) will receive special tasks. If they do well, all the Japanese who play “Online” will receive an additional 2 million each!

I wonder if this is a kind of testing of national challenges before a period of great trials? Recall that it usually starts in November, after halloween, and lasts until the release of a new add-on. Or have the developers discovered a loss of interest in the game among the Japanese audience, and are trying to somehow pull it back?
