Expansion Overview
  • Introduced new ahistorical Japanese focus branches and the Imperial Influence system.

  • Added updated historical focus paths for Japan.

  • Implemented new focus trees for Nationalist and Communist China.

  • Added a complete national focus tree for the Philippines.

  • Expanded and refreshed existing warlord focus trees and integrated them into additional warlord tags.

  • When NCNS is enabled, Sinkiang and Khotan are split into separate entities.

  • With NCNS enabled, Xibei San Ma is split into Qinghai Ma, Gansu Ma and Ningxia Ma.

  • Nationalist China is split from Sichuan Clique, Northeastern Army, Hebei–Chahar and Shandong Clique with NCNS enabled.

  • Guangdong Clique is separated from Guangxi Clique when NCNS is active.

  • Updated province and state definitions across East Asia and the Philippines.

  • Added new voice-over lines for the Philippines.

  • Added 10 new musical tracks.

  • Added 67 new 3D models and reskinned or updated 54 existing models.

Features
  • Expanded faction mechanics with a new system for shared intelligence, faction rules and faction objectives.

  • Added over 60 faction rules to diversify faction behaviour.

  • Introduced more than 150 short-, medium- and long-term faction goals.

  • Implemented a new faction theatres system to improve coordination with allied members.

  • Replaced the old Army, Navy and Air doctrine trees with a revamped doctrines system.

  • Added three Special Projects.

  • Introduced 19 new Military Spirit modifiers.

  • Reworked building limits by state and province type; established caps for different island categories.

  • Overhauled naval invasions: removed global division caps and per-division planning time scaling; invasion caps now depend on the number of concurrent invasion plans and divisions per plan. Planning time no longer scales with division count.

  • Introduced Strategic Locations — provinces with enhanced building limits (for example, Natural Harbor increases that province’s naval base cap by 2).

  • Added 23 new subdoctrines for NCNS, plus additional subdoctrines for La Résistance and By Blood Alone.

  • Reintroduced a Fleet Home Base system (Port) from which fleets draw range and supply; includes an option for automatic home base selection.

  • Carrier-based aircraft can now perform air missions while their taskforce executes a naval mission.

  • Added Carrier Stances to control how many aircraft defend the taskforce versus how many perform other air missions.

Balance Changes
  • Increased the maximum naval shore bombardment penalty to defenders to 33%. Shore bombardment generation from heavy and light attack ships has been halved to make effects stronger but harder to cap.

  • Reduced generic MIO bonuses for infantry tanks and assault guns to align them with other MIO types.

  • USA: lowered all generals and admirals by one level. Several leaders can regain levels through focuses to reflect pre-war progression.

  • USA: added Leader Experience Gain to the Department of Defence to help leaders catch up when entering the war late.

  • Snowy terrain now imposes harsher movement and breakthrough penalties; extreme cold increases attrition.

  • Slight reduction to base strategic deployment speed and a small attrition multiplier applied while units are moving.

  • Naval shore bombardment can now score critical hits, dealing major damage to forts and coastal fortifications.

  • Removed WAR_SCORE_DECAY_FOR_BUILT_CONVOY; convoys now contribute warscore using the same IC-based logic as ships. Warscore for sinking ships significantly increased.

  • Updated submarine escape ratios for more consistent behaviour.

  • Danish Welfare ‘Balance of Power’ production efficiency penalties adjusted from −15/−10% to −5/−5%.

  • China: Army Reform decisions (available without NCNS) now cost 75 Army Experience. War of Resistance now grants 20% core defense.

  • Subjects and overlords no longer receive the Faction Traitor opinion penalty when leaving a faction.

  • Carriers now intercept land-based naval strikes by destroying incoming bombers; interception strength scales with the number of carrier fighters while bomber agility, defence and speed affect survival chances.

  • Buffed German General Paulus’s defensive, planning and logistics stats to better match his historical staff experience.

  • Adjusted equipment requirements across multiple artillery and anti-tank battalions (various reductions and rebalances to better reflect unit composition).

  • Support Artillery tech: soft attack bonus per level reduced from +10% to +5%.

  • Self-propelled artillery types: combat width reduced from 3 to 2; equipment per battalion standardized to 40 (varied previously).

  • Tank destroyer equipment requirements lowered from 50 to 40 per battalion.

  • Naval air targeting logic revised: heavy screening increases randomness in target selection, while low screening biases selections toward previous targeting behaviour.

  • Reduced the impact of Collaboration on surrender limit from −30% to −15% at 100% collaboration.

  • Removed naval admiral level contributions to hit chance and removed the Coordination bonus.

Gameplay Improvements
  • Reworked Samar and Cebu into Eastern and Western Visayas regions.

  • Removed the unused Ausf. I suffix from German equipment variant names to match historical practice; introduced Ausf. Q to preserve variant counts.

  • Implemented refined game logic for naval mission targeting.

  • Assault Gun Manufacturer MIOs now also affect Modern Self-Propelled Artillery.

  • Coastal defense ships can now mount mine rails and perform minelaying operations.

  • Iraq now automatically grants air base access to the United Kingdom while the Anglo–Iraqi Treaty is active and cannot revoke air or military access during its duration.

  • Added coal information to the mobilization laws interface.

  • AI more consistently adheres to production lines before switching; threshold changed from 0.25 to 0.1.

  • Removed the Medium Battery tech line and merged its modules into light and heavy battery trees.

  • Heavy Cruisers gain +5% attack and increased piercing via Heavy Shell technologies.

  • Standardized naval equipment tiers to Early, Basic, Improved and Advanced, with hull years set to 1922, 1936, 1939 and 1943.

  • Added submarine carrier airwing size modifiers and three new unit categories: All Anti-Tank Artillery, Mobile Anti-Tank Artillery, and All Rocket Artillery.

  • Added minor flavour national spirits for Tibet and a Warsaw Pact focus for the Soviet Union.

  • Germany: tag-based Reichskommissariats can no longer be formed on countries already serving as German puppets (e.g., Poland or Czechoslovakia).

  • Tweaked Danish AI decision-making about independence based on overlord stability.

  • Adjusted Yalta Conference logic to encourage French participation even at very low warscore.

  • Opened a passage into Arunachal Pradesh and set portions of the Yunnan–Burma border to impassable terrain where appropriate.

  • AI behaviour improved to avoid withdrawing entire armies from fronts when controller areas are split; addresses the majority of occurrences.

Stability & Performance
  • Fixed Mac crash when hovering over deleted templates.

  • Implemented out-of-sync (OOS) fixes related to pathfinding and production lines.

  • Fixed CTDs triggered by the Raids interface and in the supply system; also resolved a temperature-related OOS.

  • Corrected Noric script tooltip display.

  • Parallelized parts of the supply dirty check and optimized memory allocation and pathfinding state storage.

  • Optimized naval strength comparisons, join-wars and call-allies logic, trade-route calculations and other frequently run systems.

  • Raids now evaluate equipment archetypes instead of individual variants, significantly improving performance.

  • Improved save file size behaviour related to the international market and added batch GUI removal optimizations.

  • Fixed CTD when starting peace conferences and other OOS issues caused by localization.

User Interface
  • Most country-targeted decisions now pan the camera to the target’s capital state on right-click.

  • Shift-clicking equipment in the lend-lease setup now adds all items of that type to the offer when using the ‘Once’ option.

  • Main menu backgrounds are fully localizable; added localized NCNS background for Chinese.

  • Added portrait traits for minor portraits and improved Hirohito’s tooltip.

  • Added Korean language folder and selection option.

  • Combat results now display naval HQ and best HQ leader information.

  • Top bar factories now show coal and energy stats and an alert triggers when fuel falls below 25%.

  • Reduced lobby spam by collapsing duplicate lobby names and fixed low-resolution research window layouts.

  • Map tooltips can lock to the bottom-right of the screen (toggle in settings). Strategic region names now only show on hover (toggleable).

  • Land unit icons now display with transparency in the strategic naval mapmode and naval supply routes have been recoloured to be less noisy.

  • Fixed the naval stance dropdown and replaced the navy engagement button with a dropdown menu; modernized repair priority visuals.

  • Added more detail to the strategic location icon, a faction button on the top bar and updated the Officer Corps menu icon.

Modding
  • Added new modifiers including annex_subject_cost_factor, army_experience_from_volunteers, spotting_chance_against, naval_hit_chance_against and amphibious_invasion_against.

  • Raid types can now use a range factor modifier to multiply effective unit range.

  • Added fade_delay GUI property for containerWindowType to enable an initial delay before a window fades in.

  • Focus tree inlays now support buttons with scripted effects; implemented a new trigger has_resources_in_collection.

  • Removed cl_tech from the game; migrated usages to ca_tech (renamed to Cruiser Technology). Language argument handling improved: language=X works with or without the l_ prefix.

  • Debug mode: hold Tab and click a country on the map to switch tags.

Graphics
  • Fixed a missing land bridge east of Batangas.

  • Updated Japanese tank textures included in the Axis Armor Pack.

Bug Fixes
  • Fixed Air Accident modifiers not applying correctly and improved the associated tooltip for clarity.

  • Corrected achievement conditions for Nothing Personal, Adolf to require the Austrian states split in Götterdämmerung.

  • Removed redundant requirements from Canadian and Ethiopian focus entries.

  • Added a missing name to a Yugoslav research bonus and to a Greek tech bonus from the Increase Our Mining Operations focus.

  • Disabled automatic bypass on several Belgian focuses and updated localization to clarify ‘Automatic Free Medal Chance’.

  • Fixed portrait and localization issues for various leaders (Lluis Companys, Hirohito) and missing French localization for a Swedish focus.

  • Corrected incorrect or unrepresentative airframe graphics in starting OOBs for ENG, GER, JAP and USA.

  • Fixed border war state selection, restored the Xian Incident event, and prevented amphibious tanks from being misclassified.

  • Warlords who imprison Chiang Kai-shek are correctly removed from the faction if China declares war; volunteer-returning units can no longer be absorbed by enemy nations.

  • Peace conferences can now force ownership of impassable states; resource rights are automatically cancelled when declaring war on the rights giver.

  • Fixed multiple GUI and multiplayer issues (chatbox bug, lobby fake player display after kicks, OpenGL CTD on lobby join).

  • Fixed numerous AI and focus tree logic bugs, localization cutoffs and typos across various countries and events.

  • Naval aircraft MIO archetypes now correctly apply naval attack, targeting and detection bonuses; depth charge scaling and taskforce reinforcement issues resolved.

  • Casualty accounting now uses 64-bit integers; naval commander XP gain fixed and expanded XP tooltip information added.

  • Fixed incorrect monthly recruitable population tooltip whitespace and Russian number symbol formatting.

  • Removed Axis Armor Pack references from game logic (cosmetic ownership unaffected).

  • Corrected supply_factor usage in many national tags and replaced it with supply_consumption where applicable.

  • Added Dardanelles adjacency, minor flavour spirits for Tibet and the Warsaw Pact focus for the Soviet Union; other regional fixes applied (Arunachal passage, Yunnan–Burma impassable sections).

  • Addressed numerous focus prerequisite and bypass issues, localization problems, and other edge-case bugs across the global tag set.
