To support mods, Barone would essentially need to build a secure, integrated ecosystem similar to Super Mario Maker—a toolset that would then require individual approval from Sony, Microsoft, and Nintendo. This represents a monumental technical and bureaucratic challenge.
Barone did not provide an exhaustive list of these “numerous reasons,” but the inherent closed-loop nature of modern gaming consoles provides enough context to understand the difficulty.
