Commanders,

Our Allied Headquarters has implemented a suite of changes we previously outlined in the recent Studio Gold Updates and as a follow-up to NCNS Patch 1.17.1.1. The work spans balance adjustments, gameplay improvements, stability and bug fixes, and a variety of interface and AI refinements.

We continue to read your bug reports after the No Compromise, No Surrender release and greatly appreciate the steady stream of feedback. If you want to help improve the game, please consult our guidelines for writing a bug report.

Balance

  • Introduced two state-building options that scale with infrastructure level: one reduces energy consumption, the other increases local resource yield efficiency. These two buildings are mutually exclusive within a state.
  • Setting energy demand to zero no longer imposes a production penalty.
  • Infrastructure-origin resource yield reduced from 20% to 15% (note: the new building can still result in higher overall yields in some cases).
  • Commercial Nuclear Reactors now reduce state energy consumption by 50%, up from 25%.
  • The Electronics Concern now reduces factory energy consumption by 10%.
  • The Industrial Concern now grants 6 Coal and increases coal gain efficiency by 5%.
  • Replaced Equipment Conversion technologies with Energy Gain Efficiency technologies; each grants +15% energy gain per coal.
  • The first four Machine Tools technologies now additionally grant +20% equipment conversion speed.
  • Factories gained through resource exports now contribute less to per-factory energy consumption.
  • Added a cap to per-factory energy consumption.
  • Refined AI research priorities for Excavation and repurposed associated techs to account for coal.
  • Excavation technologies now provide an extra +5% coal gain efficiency.
  • Chinese warlords retain a starting trait when they become leaders under alternate ideologies.
  • The shared Chinese focus “Invite Soviet Advisors” now grants a national spirit that boosts army experience and organization; several NCNS shared branch focus durations were also aligned with the non-NCNS versions.
  • Reduced destroyer surface visibility bonuses in the “Patrol Boats” and “Light Task Forces” subdoctrines to -5% to prevent excessive stacking.
  • Added a number of light tanks to the Nationalist China reserve to better reflect historical prewar inventories.
  • Lowered influence gains from shared scientists in factions.
  • Made political power gains from warlord subjects both smaller and visible.
  • Stopped Nationalist China from needlessly sending support to Hebei–Chahar.
  • Swapped the populations of Hubei and Wuhan to correct a data inconsistency.

Gameplay

  • BEL: Chasseurs Ardennais updated to rangers with NCNS; their national spirit has been adjusted accordingly.
  • Only the faction leader can now set new faction objectives.
  • PHI: Expanded the list of available party names.
  • Added mechanics to allow oil fields in Burma to be sabotaged and later repaired.
  • Added a diplomatic trigger that prevents warlord tags from releasing Nationalist or Communist China.
  • PHI: The USA will grant independence after a peaceful conclusion to the American Intervention in the Maritime Communism path; completing the Treaty of Manila is no longer required.
  • Nationalist China can inherit historical Kuomintang generals from annexed warlord subjects through the autonomy system.
  • PHI: The experience gain penalty is now reversible earlier (40% with the National Defense Act).
  • Japanese puppet governments in China can now adopt the Senbu occupation law; warlord tags that declare monarchies receive new names for their non-aligned and fascist parties.
  • Manchukuo and post-warlord trees now include an option to request handover of treaty-port coastal cities.
  • PHI: Added industry research bonuses—Electronics to the Telephone Company and Industrial to the Railroad Company.
  • PHI: Basilio Valdes added as a Chief of Army option from the start, independent of US or Japanese influence.
  • Chinese AI will now accept white peace offers from Japan more consistently.
  • New advisors added: Zhu Jiahua (China), Kawashima Naniwa (Manchukuo), and Garegin Apresov (Sinkiang).
  • Added the Tauran Incident event chain and an associated border war for Japan and Mongolia.
  • Weng Wenhao added as a Chinese geologist advisor.
  • Darjeeling added as a victory point in West Bengal; Itanagar added as a VP as well.
  • Added a land raid targeting the Great Wall of China.
  • Renamed several land cruiser secondary/auxiliary weapons to prevent confusion with turret modules.
  • Added a new tutorial video to the in-game tutorial popup.

Stability & Performance

  • Improved core utilization during AI updates.
  • Fixed a rare game-state corruption triggered when a player is kicked while hot-joining a multiplayer game.
  • Resolved a crash that occurred when clicking the Naval HQ button in the Officer Corps window.

UI

  • The top bar factory tooltip now shows factories sent to and received from subjects (Send to Overlord / Received from Subjects).
  • Fixed an oversized fallback icon in the factions list.
  • Resolved an issue that reopened the state view when selecting a province.
  • PHI: Clarified focuses that reduce the time required for the National Defense Act.
  • Added tooltip information when editing theaters that are not owned by your faction.
  • Introduced a new Beiyang Army focus icon for the various Chinese warlords.
  • Updated post-warlord Nationalist China focus icons to be more modern and historically appropriate.
  • Faction commander selection now displays relevant skills more clearly.
  • Subdoctrines with custom mastery conditions will show those conditions on hover in the subdoctrine list.
  • Added a dedicated energy text icon.
  • Fixed air mission intelligence display.
  • Minor correction to highlighted states in PHI Maphilindo formables.
  • Fixed missing information when requesting garrison support as a faction action.
  • Removed several unnecessary doctrine alerts.
  • Updated localization: the new Guerrilla Expert trait and the existing Guerrilla Warfare Expert now appear as “Guerilla Warfare Expert” and “Counter Insurgency Expert,” respectively.
  • Adjusted localization for add_faction_influence_effect to handle negative faction influence values.
  • Refined localization for mastery condition tooltips.
  • The Warlord PRC cosmetic tag now has an assigned color.
  • Fixed incorrect localization in the country selection menu for the Northeastern Army.
  • Fixed an issue where the Extra Supplies ability icon could change when clicking between different generals.

AI

  • Fixed an issue where the AI placed training task forces in incorrect locations.
  • Adjusted post-independence Manchu AI focus values to be more reasonable if Japan becomes democratic or communist and cancels the original plan.
  • Japan will now produce carrier aircraft after 1939.
  • Fixed a naval AI issue where the Raj would not use ships received from the UK after completing “The Jewel Becomes the Crown” focus.
  • AI now respects strategic region access settings.
  • The AI’s desire to recruit land scientists is now checked against possession of land facilities rather than nuclear facilities.

Modding

  • Added folder-wide doctrine mastery gain modifiers (for example, land_mastery_gain_factor).
  • Implemented an active trigger for doctrine tracks that prevents subdoctrine assignment and mastery gain when the trigger condition is not met.
  • Added has_any_grand_doctrine trigger to check if a doctrine folder has any assigned grand doctrine.
  • Introduced a new modifier: energy_gain_factor.
  • Improved debug/text output for has_manpower_to_become_leader, has_industry_to_become_leader, and has_enough_influence_for_leadership when set to = 0.
  • Added ImGui visualization tools for AI faction theaters.

Bug Fixes

  • Added a dummy decision to display available integration targets when controlled.
  • Fixed inconsistent tooltips that described military spirits as “available due to our doctrines.”
  • Renamed Empress Nagako to “Nagako” for consistency.
  • Fixed an issue where Chinese warlords did not receive the correct decisions after taking the “Approach Japan” focus.
  • Iraq can now bypass “Nationalize the Anglo-Iraqi Oil Company” if the UK no longer holds resource rights.
  • The US will no longer send lend-lease to non-aligned Japan except when Japan has completed the “Form the Jikyoku Iinkai” focus.
  • Fixed a variety of minor typos and localization issues.
  • Added missing states to the Turan formable and allowed Kalmykia to form Greater Mongolia, which now gains the proper regional core.
  • Communist China: fixed advisor Kang Sheng not unlocking in the “Lessons of the West” focus.
  • Communist China: corrected an incorrect stability modifier used in decision text for “Question Old Traditions,” “Criticize Dogmatism,” and “Criticize The Former Leadership.”
  • Made a hidden idea genuinely hidden (A New Central Committee).
  • Restored the Chinese air force that was mistakenly sent to incorrect states during NCNS reworks.
  • Fixed the “Cancel Garrison Support” diplomatic action appearing when NCNS was not enabled.
  • Several focuses now require China to be independent where appropriate, and other focus-related autonomy and faction conditions were corrected.
  • Force attack will now correctly remove entrenchment only for units affected by the Chinese focus “Know Thy Enemy.”
  • Fixed multiple issues causing Japan to be able to create factions while subject to another nation.
  • PHI: Added Luis Taruc availability info to the “Legalize the Communist Party” focus tooltip.
  • Fixed a Chinese warlord focus that did not update its name correctly.
  • Fixed an issue where “A New Dawn Over Manchuria” awarded combat bonuses against a non-existent country.
  • Yasuhito will now be correctly referred to as the Sesshō in the Imperial Influence window when selected via the Kodoha path.
  • PHI: Corrected country state in the “Eisenhower and MacArthur return to USA” event and reduced the chance the USA will recall MacArthur.
  • Fixed lingering Korean resistance modifiers after decolonization of Asia.
  • PHI: Added special description to the “Treaty of Manila” focus when the Philippines is already independent.
  • Fixed an achievement bug that prevented “Hail to the Qing” from completing with NCNS enabled.
  • X-Force and Y-Force decisions can now only be executed once; military access will not be granted to nations that already have it when forming X-Force.
  • PHI: Clarified that José Laurel increases the chance for Japanese support in “Secure Japanese Guarantees” during the “Scramble for Leadership” event.
  • Fixed puppet spawn issues for Japanese governments in India and Burma where the recipient had capitulated before the decision executed.
  • PHI: Corrected the “Reino de Filipinas” focus so Whole Spain cannot be cored if multiple Spain flavors exist.
  • Fixed unit design cost modifiers that could drop below -100%.
  • PHI: Added leader names and a fascist demagogue option for players without No Compromise, No Surrender.
  • Fixed an edge case where the Xian incident could trigger incorrectly from a warlord decision under certain CUF formation scenarios.
  • Removed an unintended Unit Medal Effectiveness modifier from the Early Mobilization law.
  • Fixed the faction goal “Fortify Iwo Jima” which previously checked the wrong province.
  • Swapped the Weng Wenhao advisor icon to the correct blue background.
  • Corrected the name of the Japanese carrier Zuikaku when created via focus (it was incorrectly shown as “Zaikaku”).
  • Updated the achievement tooltip for “The Winner Takes it All” to display the Chinese Soviet Republic name correctly.
  • Clarified success conditions for the “Our Words are Backed with Nuclear Weapons” achievement.
  • Fixed multiple cases of lingering warlord decisions, focus blocking, focus visibility, and other country-specific issues across many nations (PER, RAJ, AFG, GER, etc.).
  • Fixed naval subdoctrines “Generalized Support” and “The New School” to correctly apply equipment bonuses.
  • Resolved naval task force duplication issues and other rare state/decision bugs.
