Patch Notes — Version 1.3.6f1

Key changes

  • Higher noise output from zoned industry:
    Industrial zones now generate more noise and the effect reaches farther. New cities should provide greater separation between industry and residential areas; existing cities may require rezoning of homes that are too near industrial activity.
  • Population adjustment when loading saves:
    You may notice an initial population drop on loading older saves. This is the result of corrected citizen-count calculations — figures will update when the save is loaded and should settle within roughly 5–10 minutes.
  • Increased truck traffic:
    Resource balancing and the change that allows deliveries to reach buildings before they level up will temporarily increase freight traffic in existing saves. Traffic should normalize once waiting buildings receive resources, though you may need to address congestion hotspots in the meantime.

Known issues

  • Fish quantities are not shown correctly for custom maps — this affects the New Game map picker and the Info View in both the game and the Editor. The underlying fish resource is still simulated and functions normally despite the UI omission.

Gameplay fixes and balance

  • Resolved crash when hovering the Small Elevated Subway Station above a Bus Stop.
  • Fixed a rare crash linked to extractor areas.
  • Corrected office maximum worker counts and commercial employee calculations.
  • Fixed Recycling Center so exported resources are correctly exported.
  • Post facilities with full storage now correctly deliver local mail.
  • Addressed various issues preventing spawning of certain vehicles (MotorbikeDelivery01, prison vans).
  • Fixed bugs that caused specialized industry buildings to fail to level up, stop generating profit or to collapse repeatedly.
  • General improvements to building-leveling mechanics.
  • Office and industrial demand now properly reflect empty building factors.
  • Adjusted home pathfinding and “High Rent” behavior so wealthier households prefer low-density housing while lower-income households favor high-density.

  • Sickness now reduces target citizen health by 50%.

  • Small Emergency Shelter now consumes a small amount of electricity and water.
  • Increased Overground Parking Building’s Car Wash comfort bonus to make it more effective.
  • Reduced the maximum City Specialization Bonus to 10%; cities must produce more resources to earn specialization bonuses.

UI & controller

  • Multiple controller-related fixes and quality-of-life improvements.
  • Production panel enhanced with clearer information about production chains.
  • Warehouse Selected Info Panel improved for better clarity.
  • New InfoView added to display buildings that trade with Outside Connections.
  • New tooltips for zoned buildings:
    • Residential and mixed zones now show building level and resident counts on hover.
    • Other zoned buildings show their building level.
  • Added vehicle multiselect, allowing one or more vehicles to spawn for a selected line.

Art & graphics

  • Fixed a prop placed outside the Large Hadron Collider lot.
  • Visual corrections for citizen models.
  • Bird animations fixed so birds no longer sink while idling on water.
  • Updated road textures.
  • Improved visibility of oil and agriculture lot ranges under different lighting conditions.
  • Added animations to the Radio Telescope, Satellite Uplink, watercraft swaying, Oil Drilling Rig and Oil Pump.

Miscellaneous

  • Added clearer error messages and better handling for corrupted package errors.
  • Water system overhaul:
    • Replaced the previous water source system with a revamped implementation.
    • Editor option to convert maps to the new water system.
    • Improved water simulation accuracy.
    • All maps updated to use the new water system.

Modding improvements

  • LocalizationManager now tracks locale sources added by mods and reloads them when localization is rebuilt — preventing mod localization from being lost after saving assets or maps in the Editor.

Paradox Mods updates

  • Updated to PDX Mods UI 1.12.1 and PDX SDK 1.38.1.
  • Added the ability to cancel mod downloads; canceled downloads resume from the previous attempt.
  • Reworked cache files to resolve playset conflict notifications.
  • Fixed startup crashes caused by invalid or inaccessible files.
  • Fixed issues where selected mod versions did not update correctly within the same session.
  • Fixed new playsets occasionally receiving duplicate IDs.
  • Fixed image and metadata files not being deleted when updating a mod to a newer version.
