The developers acknowledged that not every decision about the game is theirs to make.

When responding to CharlieIntel’s questions about SBMM (skill-based matchmaking) and the practice of reconstructing lobbies for each match, Treyarch admitted they are powerless to change it — the choice to implement these systems doesn’t lie with the studio.

Although Call of Duty fans voice fewer complaints about how lobbies are formed, dissatisfaction with SBMM — which employs intricate algorithms to match players based on a range of performance metrics — has persisted for years. Meant to improve match quality by grouping players of roughly comparable skill, SBMM frequently falls short, resulting in many matches where one team is noticeably weaker than the other.
