A fellow developer chimed in with a response:

Players largely ignored the internal suggestion from Valve staff to “disregard” the peculiar interaction found within the review.

Instead, the community is actively debating the irony of a Valve insider officially “not recommending” Half-Life 2, even if the gesture was intended solely for internal testing.
