Todd Howard, Bethesda’s head and the creator behind the Elder Scrolls and Fallout franchises, has named Clair Obscur: Expedition 33 the best game of 2025.
Expedition 33 is genuinely impressive. In many respects, I regard it as a work of art.
He also singled out Death Stranding 2 and Kingdom Come: Deliverance 2.
Howard’s announcement coincided with the launch of The Elder Scrolls IV: Oblivion Remastered, which released two days before Clair Obscur. Both titles are available on Xbox Game Pass.
Expedition 33 has sold more than 5 million copies and leads The Game Awards 2025 with a record 12 nominations. The game also became the biggest third-party release of the year on Xbox Game Pass.
Todd Howard remains at work on The Elder Scrolls VI, but he acknowledges that the game’s release is still far off.
