Leaked Phil Spencer Emails Reveal Game Pass Challenges and Uncertainty Over Game Valuation
A leaked 2021 internal correspondence from Phil Spencer showed that Microsoft did not know how to accurately value games in Game Pass, and Xbox employees were already warning about the risks of the subscription model back then.
In March 2021, Spencer exchanged messages with Jean-Emile Elias, who was then the software architect for Xbox. The main topic was changing studio success criteria after shifting from game sales to the subscription model.
Elias noted that a studio’s fate used to depend directly on profits from releases, whereas Game Pass destroyed this familiar connection. Spencer acknowledged that the company “does not know” how to precisely value an individual game within the service, and that a content valuation algorithm being created by Microsoft economists was not yet finished.

Elias also warned about long-term risks for the ecosystem and a possible “bloodbath” among developers if the economic situation changed. Spencer responded by emphasizing player engagement and stating that the closure of Microsoft studios has historically rarely been tied directly to the profit and loss balance.
