CD Projekt Red Will Not Give Free PC Versions of The Witcher 3 to Xbox Owners
Xbox owners of The Witcher 3 will receive the PC version for free in the Microsoft Store starting September 29, when the game adds support for Xbox Play Anywhere.

Xbox Play Anywhere enables owners of the game on Xbox to share cross-platform progression, achievements, and other data.
The game will also receive an updated age rating in Japan:
The PC version provided via the Microsoft Store for the Japanese market will comply with the CERO Z rating, marking the first time a CERO rating has been applied to our PC games. However, this will not affect PC versions distributed on other platforms such as Steam.
