US Government Probes Roblox Over Child Exploitation

United States Senators Josh Hawley and Dick Durbin have launched a bipartisan congressional inquiry into Roblox, escalating federal scrutiny over widespread allegations of child sexual exploitation and illicit content hosted on the popular digital gaming platform. The investigation, spearheaded by the Senate Judiciary Subcommittee on Crime and Counterterrorism, centers on a formal letter addressed directly to Roblox founder and Chief Executive Officer David Baszucki.

In the correspondence, the lawmakers challenged the company’s family-friendly branding, asserting that real-world evidence contradicts its safety assurances. The senators highlighted a disturbing pattern of criminal conduct that originated within the game’s virtual boundaries, citing multiple law enforcement interventions involving grooming, extortion, kidnapping, sexual assault, and violent crimes against minors.

“You trumpet Roblox as a safe digital playground for children as young as five. But the public record raises serious questions about this promise of safety,” the letter states. “Over the past decade, police have arrested numerous individuals for committing serious acts of violence and harm against children they met via Roblox, including grooming, sexual abuse, kidnapping, rape, and even murder.”

The subcommittee emphasized the platform’s role in facilitating illicit networks, referencing user-generated worlds featuring sexually explicit themes, instances of financial coercion targeting minors, and arrangements for off-platform meetings. Notably, the letter revealed that Roblox submitted 65,381 reports of suspected child sexual exploitation to the National Center for Missing & Exploited Children (NCMEC) in 2025—a figure more than double that of the previous year.

Accusing executive leadership of compromising user safety to drive monetization and platform engagement, the lawmakers demanded comprehensive answers and signaled an unwillingness to overlook systemic vulnerabilities within the ecosystem.

Mounting Legal and Regulatory Pressure

This congressional probe represents the latest in a cascade of legal challenges facing the gaming giant. In April 2025, a Florida teenager filed a civil suit against both Roblox Corporation and Discord, alleging that both services failed to implement safeguards against sexual abuse and child predation. The lawsuit referenced detailed findings from an investigative report by Bloomberg, which documented multiple cases of predatory behavior, including an FBI operation targeting an individual who groomed a 15-year-old user.

State regulators have similarly taken aggressive action:

• Nevada: Finalized a $12 million settlement mandating structural reforms to enhance protection for underage users.
• Louisiana: Initiated litigation alleging the platform maintains an environment where predators thrive while executives focus on user growth and revenue.
• Federal Inquiries: In early 2025, reports confirmed that the U.S. Securities and Exchange Commission opened an active investigation into the corporation.

In response to mounting backlash, Roblox Corporation has introduced several compliance measures. These include tightening restrictions on custom avatar modifications—frequently exploited to generate non-compliant imagery—and deploying a stringent age-verification framework requiring government-issued photo identification and biometric facial scans.
