Users who previously acquired games through the RGL will retain full access to their existing digital libraries.

The catalyst for this sudden withdrawal is the implementation of the Brazilian Digital Statute of the Child and Adolescent (Digital ECA), a rigorous new legal framework focused on online safety for minors. Notably, this restriction appears localized to Rockstar’s own infrastructure; the developer’s extensive catalog remains fully accessible through third-party digital retailers, including Steam, the Epic Games Store, the PlayStation Store, and the Microsoft Store.
Industry observers suggest that the relatively low profit margins in the Brazilian market likely influenced Rockstar’s decision to exit rather than navigate the complexities of the new legislation. The transition was handled without prior warning, depriving local players of a final chance to purchase titles directly from the source—though, ironically, the official Rockstar Store was often criticized for being significantly more expensive than its competitors.
