HOI4 Dev Diary | Civilian Economy & Consumer Goods

Greetings everyone. I’m Zwirbaum, a Game Designer here at the Hearts of Iron team. Deviating from my usual tradition of composing extensive manifestos, I’ve decided to keep things concise today. I’d like to pose a few targeted questions regarding the “Economy” facet of our gameplay loop.
I am eager to hear your thoughts on the following:
- The Civilian Economy: This encompasses construction, the utilization of civilian factories for trade, and our current legislative framework.
- Does this system feel complete, or are there glaring omissions?
- How satisfied are you with the current level of mechanical depth?
- Does the system effectively sustain your immersion regarding how a nation’s economy should function within the game’s timeframe?
- Consumer Goods:
- Do these fulfill their intended purpose from both a narrative and mechanical standpoint?
- Is there a specific missing component that would make this system more engaging?
- How do you view the fact that Consumer Goods are strictly a “penalty,” where minimizing their percentage demand is essentially always the optimal strategy?
- Economic Laws:
- Are you satisfied with the current laws and the impacts they have on your nation?
- Do you feel that higher mobilization is inherently superior in almost every scenario?
- How would you respond to the introduction of greater nuance, forcing players to weigh complex trade-offs before shifting their economic policies?
That concludes my inquiry for today. Thank you for your continued engagement—until next time, farewell!

Understanding the Distinction: Dev Diaries vs. Dev Corners
As many of you have noticed, we categorize our development updates into two distinct formats:
Developer Diaries
- Usually published closer to a release date.
- Provide comprehensive insight into content that is largely finalized and nearing completion.
- Feature an abundance of visual assets and screenshots.
- Serve as an opportunity for you to ask questions and highlight any oversights we might have missed—allowing us time to address them via hotfixes, Day-1 patches, or our “War Effort” initiatives.
Developer Corners (like this one)
- Designed specifically to solicit your feedback on targeted topics.
- Intended to be concise and focused.
- Often feature minimal or no imagery.
- Provide a glimpse into potential future content that is currently in the experimental or conceptual phase (not guaranteed).
- Flexible in scheduling; we deploy these whenever a developer requires community input, typically filling our Tuesday or Thursday slots.
