NarutoUA has successfully brought AMD upscaling technology to Grand Theft Auto 5. The technology works by replacing the in-game scaling functionality of GTA 5, which allows you to manage FSR profiles through the graphics options menu by simply changing the scaling mode.
Since AMD has not yet released an open source version of its FSR technology, the modder used the precompiled source DLL for this mod. He did not say which game was the donor for creating the DLL.
