Seeing the multi-billion dollar developer behind the Grand Theft Auto franchise on such a list is unexpected, particularly as the outstanding balance is negligible relative to the company’s massive revenue. This suggests the violation may have stemmed from a clerical oversight or an accounting technicality rather than deliberate malpractice. For perspective, the most egregious offenders in the report were found to have withheld more than £2 million from their workforce.
