You’ll gain access to Great Inagua during the “Old Cove” main quest in Sequence Four, marking the start of your journey to turn this island into a true pirate stronghold. Most infrastructure projects are handled by interacting with NPCs marked by a square icon, which you can track via your map. If a facility is already standing, look for an arrow on the icon, signaling that further improvements are available.

To upgrade the estate, step into the building on the eastern side of the island and head to the northwest office.
