Pokémon Scarlet and Violet does away with move tutors, now allowing you to teach your Pokémon old moves for free (no need for Heart Scales or any of that type of stuff).
How to relearn old moves in Pokémon Scarlet and Violet
No more move tutors!

To learn old moves, open the menu by pressing X, select the Pokémon you want to learn old moves, and choose “Check Summary.” Press the right button (analog or d-pad works fine) and then press A. After selecting “Remember moves,” a menu will appear showing all your Pokémon’s previously learned moves.
Note that you cannot use this to learn moves ahead of your Pokémon’s current level. If you want your level 10 Zangoose to learn False Swipe, for instance, you’ll have to wait until it learns it properly.
This is extremely convenient because, if your Pokémon levels up and learns a new move after an auto battle, the game will not prompt you to learn that move. You’ll have to go into this menu to make sure they learn any new moves they learned from auto battles.
This is another quality-of-life feature that wasn’t in prior mainline Pokémon games, but was in Pokémon Legends: Arceus.
