No. Steam issue refunds only for games bought via Steam Store.

I tried and explained that the game has been cancelled, and that I paid full price for half a game only. They declined me because I bought the game moe than 2 weeks ago.

Davidusks method should NOT have worked, due to telltale not giving a clear decision on the fate of this game yet. if all 4 episodes are still coming out, you are NOT eligable for a refund.

Then it seems I had luck. Either this either Steam Support knows something we don't.

I was gifted the game, so I don't know who gets the refund in this instance.

Which kind of ticket do I have to open (category) for the refund? The standard refund tickets will be closed automatically - not sure, that s.o. is reading the text. So how can I open a ticket that a human being on steam side will read?

State the fact that game store page states that you would be getting the full 4 episodes and that (pretty sure it's some sort of contract) was not forefilled therefore you're entiled to a refund of the full amount or at least half (but I would push for a full refund as they'll remove the game) Keep trying, eventually steam support will see your point of view and to the right thing.
